I haven’t done thorough testing of this yet (hopefully I can do this in the not too distant future), but I have a feeling there is a pretty significant difference between USB charging vs wall outlet charging. I just plugged in my 100% drained iPhone into my USB jack on my computer and it showed it was charging with the big battery icon, but wouldn’t power up. I then plugged it into the wall outlet charger and it immediately turned on!
So I would suggest that if you are in a hurry for a quick charge plug it into the wall or car charger vs your computer.
UPDATE: Within 40 mins of charging on outlet it was about 80% charged and at about 90 mins it was almost fully charged

When you totally drain your iPhone of battery, it will turn on only after you plug it in and it recharges for about a minute. During that minute, it is unresponsive. Voila.
