If it’s not sure, then it can send a local notification popup to ask if you would like to stop it from running (and go to the suspend state). If for whatever reason you really need to force it closed you can use the new fast app dock. Just double tap the home button to bring up the new dock, then tap and hold the TomTom icon and when they start shaking, just click the X and it will be force closed.
