All Apps submissions must be 3.0 compatible…

Apple will reject any app that does not run on the new beta 3.0 5… Developers received an email right after the new beta became available informing of this requirement… Unfortunately the email doesn’t say when the update will be released, but it should be soon if all new apps need to be 3.0 compatible
